The Finite State Hypothesis for Derivation

The theory of Lexical Phonology starts with lexical morphemes, adds Level 1 prefixes and suffixes, then Level 2 prefixes and suffixes, then Level 2 prefixes and suffixes.

In QLP (or LP) terms, this implies that Level 1 prefixes and suffixes are closer to the root, where they occur, and Level 2 and Level 3 affixes.
